The reason for upgrading was the logging-related security advisory on
bugtrap that strongly suggested upgrading to 3.0.17.
We've got several applications running on the machine that would require
some tuning (which we don't have time to do right now) in order to be
compatible with PHP4.
Anyway, file uploading should work with 3.0.17. Hopefully somebody will have
an idea what simple thing we're overlooking that's causing PHP/Apache to
return no data on submitted multipart/form-data forms.
