An imperfect approach may be to check the $HTTP_REFERER calling your page.
If it matches the scoudrel's, serve up a page telling them this page is
hijacked and provide a link to the page. Something like this.
Some brat is hijacking my content.

way.</a>
Hmm, perhaps you can put that in a <meta> refresh instead? Haven't tried...
