problem with PHP4 config in httpd.conf

Hi I'm new to PHP. I'm running PHP4 (don't know the exact version number, as someone else installed it), as an apache module. I'd like to set some configuration parameters in the 'httpd.conf' file to override the global setting. However it doesn't seem to work at all. For example I added the line php_value asp_tags 1 somewhere into the httpd.conf file. No matter where I place the line, there is absolutely no effect (of course, I'm restarting the webserver after each change). I tried all sort of combinations (spaces vs. tabs, 1 vs. On etc.). Other configuration parameters also don't work. There are no error messages in the apache error file. Somewhere it's mentioned that other users have encountered similar problems, but no solution was mentioned. Does anyone know what could be wrong?
