MSIE is ignoring cookies?

These headers are giving me grief. Netscape sees the cookies, while MSIE
doesn't. This is ... rather frustrating. MSIE has been told to prompt for
every cookie, and hasn't been told to ignore cookies or "never show this
prompt again" or the like.
Can anyone think of a reason MSIE would be ignoring these? Has anyone
had a similar experience? Any assistance is appreciated...
