I'm no expert on this, but you can check stuff out, as well as check it back
in. Two people can check out the same file simultaneously and when they are
both checked back in, CVS does a pretty good diff to preserve both sets of
changes. Any unresolvable issues are flagged up and the second submitter is
notified and has to sort them out manually. It works well as long as your
developers talk to each other and aren't both editing the same function at
the same time.
