Yes, this part works assuming you have the DB2 client libs and header
files on the machine you are building PHP on.

Yes. I have connected to DB2 running on a remote AIX box from PHP
running on a Linux box.

The problem you have is that DB2 on AS/400 is very different from DB2 on
AIX. You need to go through the DB2 Connect thing you mentioned, and I am
not sure anybody has gotten that to work with PHP. I haven't tried this
myself.
