MySQL has an averaging function which can be run on columns of datasets. Assuming you are using this or another database which has such functionality, it may be easier and faster to have the database do the work instead of the application logic. If you decide to do it in the application, the procedure you outlined is correct. As to your second question, this is also something that MySQL is capable of doing. MySQL has a variable named sysdate, which you can use in any SQL statement. If you need to do it in the application, you can use PHP's date functions. Check out the manual for reference on this.
