Does apache have permissions to run the perl script?
do a chmod 777 perl.pl if it doesn't or a chown (whatever user apache runs
on) perl.pl
Another thing to check. I'm not sure if exec does bash style processing.
did you try
exec ("\usr\sbin\perl pathtoperlfile\perl.pl logfile.log 12-10-2000
13-10-2000 >>log.html");
(Replace pathtoperlfile with the path to the perl file)
Perl may be in \usr\sbin (mine is).
Have a look at the first line of the perl script for the correct path
eg the first line.
#!\usr\sbin\perl
//... perl code
