If your using Apache you can use it's language functionality. Depending on your users browser setting, apache will serve the appropriate file based on the country setting within the browser. The file naming convention goes something like index.html.en for English, index.html.fr for France or index.html.nl for the Netherlands (I think) Havnt yet tried it with .php extensions but I'm sure that you can adjust the apache.conf file to suit. Maybe someone can shed some light on this.
