is debugger_on() supported?

Is debugger_on() supported in php4.0.0? I've checked the function reference and it says it
isn't but in all of the documentation says to use it.
If it isn't supported should the debugger work if I set up the right directives in httpd.conf?
I've compiled with --debugger-enabled and added these lines to httpd.conf:

I've tried everything I can think of and still no out put to the debugger port.
