Clustering/load-balancing and failover should not be part of a scripting
language. This is something that needs to be handled at a much lower
level.
You might do it with some sort of http redirector box in front of a farm
of web servers. It should not matter which web server is serving up your
dynamic content. The only real scripting-level requirement is that you do
not do anything that is specific to a single web server in your
scripts. That means storing session data in some sort of shared datastore
like a database (which is easy to do with PHP).
It is a non-issue as far as I am concerned.
