Kathleen,
From what I remember of installing the option pack, you have no choice of which
server you get to install - PWS or IIS 4. If you install the option pack on an
IIS3 system (i.e. you have a server license already), you get IIS4. If you have
NT Workstation (i.e. no IIS license), it installs PWS - a pared down "free"
version of IIS.
I could be wrong though - wouldn't be the first time.
