In a word no.
eg nnn.x.x.x could contain any number of countries...
Just depends on the ip ranges they assigned way back when the internet was
young.
You could do this by hand for the bigger isp's, but they tend to proxy
things, and their proxy servers resolve anyway.
Its the "third world" countries you have to worry about anyway*.
For example I'm in China.
My website logs have around 70% unresolved ip addresses in my stats pages
This is because roughly 99% of the isp's here haven't setup their ip ranges
to resolve to a given name.
One possible way to resolve would be to look at the last router that they
bounced off of, and use that - eg
whois -h 202.96.197.15
which then does a tracert + ICMP echo request to the ip
You can then attempt to determine what area they are in by looking at the
routers.
However, there are no standards for determining what common names for
routers are, (although they all seem to be cisco's in my region!)
*By third world, I mean countries where you can walk outside, get cash from
a machine without worrying about being robbed, unlike those civilised
western countries such as the us. ;)

like APNIC, but it is only one...
what is bigger then APNIC? Where can I have ALL IP search?

Actually they *have* not *can* ... what they've done is created a =
database
of where every IP is in the world. They say in the US they hope to be
specific
down to postcode in the future.
Using Quova's system would require licensing the tech from them, too. I
suspect
this will be quite pricey.
