A PHP Newbie's Problem, Thanks for Any Direction

Platform:
Windows 98, Apache Server 1.3.14. PHP 4.0.3.
For this project, I need to build a online database system. Apache is
my Web Server, also I select MySQL as the database platform, so the
PHP is selected to access MySQL then return result ( after necessary
processing ) to Apache.
I had installed Apache before to "C:\Apache", at that time I used Apache
Jserv 2.0 and Tomcat modeles, the system worked perfectly. But I
never tried to use /cgi-bin/ directory.
Now I downloaded the windows installer version of PHP4.0.3 (CGI Version,
it included MySQL, so enough for me) at first and installed it to
"C:\php", under DOS box, it's fine to execute like "php my.php". then I
made
relevant change as the manual said.
(1) copy php.ini to c:\windows
(2) copy php4ts.dll to c:\windows\system ( msvcrt.dll had been there)
(3) change httpd.conf:
ScriptAlias /php/ "C:/php"
AddType application/x-httpd-php .php
AddType application/x-httpd-php-source .phps
Action application/x-httpd-php "/php/php.exe"
Now I start the Apache,
when I use "http://localhost/php" or "http://localhost/cgi-bin", both
response as "NO PERMISSION to Access the directory".
When use "http://localhost/php/test.php"
( test.php in the directory
c:\php ), or "http://localhost/test.php" (
test.php in /htdoc/
directory), it always showed "500 Intenet Server error".
I thought that's some dirty left on Apache by Tomcat or Jserv made PHP
doesn't work, so I uninstalled and installed Apache and PHP again,
everything same as the above situation, now I use
"http://localhost/php?test.php", now it
told me "404 File not found".
Also the "localhost/php/" and "localhost/cgi-bin" still as Unaccessible.
I think I had made some mistake like, when I put the CGI version PHP
outside of Apache Web tree, I need add some force-redirect to access the
PHP functions.
I checked many FAQ and manual, no situation similair to mine. Also I
tried to use the redirect in httpd.conf as:
AddType text/html .php
AddHandler php-scr .php
Action php-scr /cgi-bin/php
Still not work. So it seems the only thing I can do now is to recompile
Apache with PHP with options as -force-redirect-..
So any one can give me any direction about this problem?
Also welcome any instruction about how to recompile the two package
together.
