Your PHP script files should be sitting next to your HTML files, which are
in the directory set in httpd.conf.
In a standard Apache setup, that's a directory called "htdocs" somewhere
on your machine where they go.
If you already have a bunch of HTML files in, say, InetPub/wwwroot from an
IIS/PWS setup, alter httpd.conf to point there instead.
At any rate, your PHP files that people surf to sit right next to your
HTML files that people surf to.
They do not live in cgi-bin nor in php nor in apache. They deserve their
own directory.
