you have to have the setting in the php.ini file as
;;;;;;;;;;;;;;;;;;;;;;;;;
; Paths and Directories ;
;;;;;;;;;;;;;;;;;;;;;;;;;
extension_dir = c:\windows ; directory in which the loadable
extensions (modules) reside
