One way is to create a daemon which, upon receiving data, will execute
a php script on the server using command line lynx (the browser) so the
PHP script is executed (or any other method of requesting a web page,
eg Telnet. with appropraite responses.) The thing to keep in mind is that
PHP scripts only run for the period of producing a web page to a client
(browser.)
I once found a utility called curl which was source code (Linux) and it did
various HTTP read and write stuff. If you're into C perhaps this will help
you get there?
Mark.
