You can always use the XOR property. The property says that given some
number/string X, if you XOR your String/Password with X twice you will get
back the original password.
Eg.
Password XOR Key = Encrypted_Password
Encrypted_Password XOR Key = Password

You could just use the serialize the variable.

If one does not have the mcrypt functions
compiled in, is there another way to encrypt
(it doesn't necessarily have to be secure) a
string so that you can unencrypt it?
I just need to be able to pass a value via the
URL w/o it being overly apparent what that
value represents.
