Newbie Question - include_path

I am running on Windows NT and am going through a tutorial but am
running into the following error:
Warning: Failed opening 'D:\Projects\PHP\do_createTable.php' for
inclusion (include_path='') in Unknown on line 0
Is there something in my php.ini file I need to change? I'm so new at
this that I am having trouble figuring out what is going on. Any help
at all would be greatly appreciated.
