If you ban people, just send them the following header (you allready
have the code for how to ban):
header( "503 Service Unavailable" );
Then you say that the server is overloaded, and that it is currently
unavailable.
Then the problem people will disappear, not knowing what hit them. You
don't want to be outright rude against people.
