Session-problem

Hi !
I have made a PHP-script wich creates a session. This is (first part) of my script :
session_start();
$ses_basket_id = $PHPSESSID;
session_register("ses_basket_id");
Problem :
When I load the script into the browser (IE5.5) the session_ID is not stored in the coockie. When I reload the page the Session_ID is stored and everything is working fine. Should it be like this? To solve the problem, my script reloads itself until the session_ID is OK - no a good soloution I believe.
Running : PHP4.03 / Apache 1.3.12 Win32.
