This is an Internet Explorer issue not an Apache issue.
The page you are hitting back on might have a cache header set that causes
the page to expire the second it is served up or even in the past a little
bit (I use my 21st birthday for my scripts).
There is no way to change this with Apache... Although you can change how
the browser handles this page, by removing the cache expire info header.
As this is a client side issue you will be hard pressed to change each
client that visits your site. ;-)
If you figure a way to do this with Apache let me know.
