PHPGem and authorization failed

Hi!
I have installed PHPGem v 2.4 I have read the README file and I have
come until step 5.
FIRST FORM

Ok ! Run photo_index.php

When I hit the photo_index.php I obtain a window asking me for a cookie
and after that another asking for my username and password.
After writing both I have the authorization failed message.
What do I have not configured well?
Any help will be much appreciated.
I am using php 4.0.3pl1 , apache 2.2.14 and postgresql 7.0.3
