Damn, this sure sounds like the problem!
I took your advice but now I'm only more dazzled.
I disabled cookies, put a phpinfo on the page and loaded it.
While all of the existing cookies were gone the one I just
set for the test was there in the HTTP_COOKIE var.
This is simply amazing, cookies disabled, and the damn
thing sets the HTTP_COOKIE var in PHP and doesn't show
all of the existing cookies on the disk.
Is this a PHP issue or IE issue?

Stick a phpinfo() tag on the page and have a look at the HTTP Request
headers section to see what IE is actually sending. Looks to me like it
is actually sending the cookie. Perhaps turning cookies off in IE doesn't
stop it from sending old cookies, but just stops it from accepting new
ones, and if you tried this before turning cookies off it might still be
there.
