If you have PHP running on your web server, you would likely be best of including the php extension in the list of files it cycles through for index files... In your apache configuration file (httpd.conf) apache looks for the following files in the order listed. If your current hosting provider, or server doesn't have php files listed in the directoryindex line, then adding it at the end should not be a big issue. For example: DirectoryIndex index.cgi index.php3 index.php index.phtml index.html index.htm if you are looking to re-direct around the index.html file in your directory (not sure why you would not just rename) that is another issue.
