Dave VanAuken helped you with how to do this in httpd.conf. If you have
access to .htaccess files you can do the following:
DirectoryIndex index.php
Then every directory below the current one will automatically use
index.php instead of index.html as the default file to be sent if a file
isn't specified.
.htaccess files can also be used for lots of other stuff. I suggest that
you read up on Apache configuration at apache.org.
