opening remote files.

I am trying to open a remote file using fopen.
$fp = fopen("http://www.somewhere.com/data.html","r");
but this gives me a warning saying it cannot connect.
I can browse to the site using netscape, and view the
file, but php does not seem to be able to read it. Is
there any settings/services that I need to configure
to use this feature.
Redhat Linux 7
Apache web server
PHP 4
I connect to the internet via modem using the RH
Dialler.
Any advise or help would be appreciated.
