posix_getuid() Says Apache Running as root

I have a strange situation with a Cobalt RAQ4i, running Cobalt-stock
Apache 1.3.12, PHP 4.0.3pl1, MySQL 3.22.30, horde 1.2.3, and IMP 2.2.3.
In debugging problems with horde/IMP, we've discovered posix_getuid()
claims Apache is running as root. In fact, Apache is configured to
run as a user 'httpd'
Has anyone seen this behavior? Resolved it?
