Only the pool of child processes that handle http requests run under the user
and group specified in httpd.conf. The initial httpd process runs as root
and spawns the worker httpds. My understanding is the httpd running as root
is not listening on any port and is not serving requests - only the its
children are. I can see this behavior on my machine.
