I tried to install PHP as a DSO module and ran into the same thing.
mod_so was loaded, but for some reason, apxs kept reporting that.
I eventually just compiled it into Apache as a static module, as
I wasn't able to work around the above problem.
It seems like the installer is passing apxs wrong params...
