The answer really lies in if you know java or not. if you or the person who
will be devloping the backend have no prior knowledge of java, let alone jsp
then stick with php. jsp is a promising language, but if you want to deploy
an effective solution quickly and you don't know java you will have a hell
of a time. especially considering the support base is not nearly anything
like PHP. So, if no one knows Java, stick with PHP. I feel they are both
pretty equal in terms of their capabilities, but learning jsp, and coding a
complex solution will set you way behind opposed to going with php.
