I had the same problem, in my case, it was because in Redhat 7.0 the error
logging was also defined in /etc/httpd/conf/httpd.conf
The error logging in the apache configuration file was over riding all my
other information in php.ini, even when phpinfo() said that error logging was
off I think... can't quite remember.
