You know that. And I know that. But the suits don't. :-) In reality, though, there is a lot to be said for software that comes with secure settings "out of the box", and whose functions and operations strive for security in their internal workings and with functionality to make it possible to do something securely. There will always be ways to make a program a high security risk -- But PHP has the lead on being able to lock things down if you need to. Explaining all the details of that in a high-level document is wrong -- but a bullet point or two (or paragraph or case study) with the security as a theme is definitely a Good Idea for selling to powers-that-be.
