Sorry, I misspoke. They correctly list the NEWS for RC2->4.0.0. Readers who don't realize this is a RC2->4.0.0 NEWS listing think not much has changed since 3.0.X (see comments on Slashdot). Not to mention people are frantically downloading a not-released 4.0.0 snapshot...
