Yep, you need to use a header. The browser is getting the right
information, but you are not telling it what type of info it is.
Try this:
Header("Content-type: image/gif");
$im = imagecreatefromgif("images/city.gif");
// setpixel is in loop
imagesetpixel($im,$i,$i,99);
// loop ends
imagegif($im);
