In my experience, flush is reliable across IE4[5], netscape 4 [windows],
and netscape 4.?? [linux].
You do need to keep in mind that the browser (especially netscape) will
not render an HTML entity until the whole thing has been defined.
For example, a <table> isn't rendered until the </table> tag is reached
