Netscape Redrawing Each Page

Hi,
I'm running Apache 3.1.12 on both SCO Unix and RH Linux, with openssl,
mod_ssl and php (either 3 or 4).
When I view pages using Netscape 4.08 it redraws each php provided page
regardless of content or structure.
If I save the page as a static page and server it there is no redraw.
Does anyone have any idea why this would occur? It must be something with
my server/php configuration as it doesn't seem to happen anywhere else.
