This is most likely what the problem is - I wrote privately before to Diego mentioning to put php4ts.dll into c:\winnt or c:\windows or whatever might be in the system path. This isn't in the 'README' that comes with the php Windows distribution, and perhaps it should be. I spent quite a while on this - there's nothing that mentions it that I could find. Who maintains that README file? (or maybe it's called INSTALL, I can't remember).
