why doesn't it work?

fopen("$location[$index]" , "r" );

exacly everything is working except last line!
how open diffrent location?
if i change fopen("$location[$index]" , "r" );
into
fopen("http://domain.pl/index.htmls" ,
"r" );
it is still not working.
