Check out Interbase. Currently it's version 6.0 Beta, it's open
source. With the final release it'll be free.
It has everything you want :
AnsiSQL 92 compliant, transactions, easy administration
(you don't have to be DBA to use it), stored procedures,
generators (sequences) and more.
Runs on windows, linux, and more.

I don't want to start a flame war, but I would like to hear some opinions on
databases. Mysql of course is the most popular, but I am interested in some
of the advanced database features like stored procuedures for example. Any
takers on why (feature-wise) I should use other databases?? Lets only
consider free databases (I for one can't afford Oracle!!)
