Using ASP tags instead of PHP tags

Being a Visula Interdev 6.0 user, I've tried to use <% %> style tags instead
of <? ?> by adding the line --
asp_tags = On ; allow ASP-style <% %> tags
to my php3.ini, but no joy it just ignores anything between <% %>.
I've stopped and started Apache, this makes no difference.
How do I put this in as an Apache Directive?
Help!
Spec--
Red Hat Linux 6.2, Apache 1.3.12-2, and PHP3
