Building page based on request?

Im trying to make a generic build.php3 page that will generate a page on the
fly, based on user requested page.
I think my problem lies with my if statement. What I want is links that
point to something like build.php3?content=news.php3
This would insert the include ("$content") statement, and thus display the
target page.

echo "<? include ($content) ?>";
}
?>
or
<?
if (isset($content)
include ($"content")
}
?>
