Almost. isset() returns true if the variable has been set. empty() returns
true if the variable has been set *and* is currently set to a value other
than '' or 0.
In most cases it's a matter of taste (e.g. I prefer if (empty($Var))
complain_loudly();) but there are a couple places the difference comes in
handy.
