It is not really necessary to reboot your computer if you want to restart
apache. In you /usr/local/apache/bin directory should be a program called
apachectl with which you can stop and start apache. This program also has an
option with which you can check if your httpd.conf file is correct (apachectl
configtest). You probably need to run apachectl as root.
There also may be some typo's in the lines you added to the httpd.conf:
>loadmodulesphp3_module ///mod_php3.so
>addmodule modphp3
should probably read as
loadmodules php3_module ///mod_php3.so
addmodule mod_php3.c
you can find if mod_php3.so is on your system with 'locate mod_php3.so'
