Infinite PHP.INI madness.

Hello everyone.
I've been pulling my hair out over the last few hours.
It seems PHP is not reading my php.ini. I've been trying
to get PHP to stop sending session cookies, so I changed
sessions.use_cookies to 0. I restarted apache, did a phpinfo()
and it didn't show up. Thinking it might be a bug, I changed
a couple of other settings, the one for ASP tags and
session.gc_probability. Sure enough they don't show up either.
Then I renamed my php.ini to something obscure, just to see
what would happen. Nothing. phpinfo() showed no changes. (Yes,
I've been emptying my browser cache.)
phpinfo() shows the correct path to my php.ini (/usr/local/lib)
so I'm not sure what the heck is going on...any ideas? Someone
suggested that I should set some PHP values in httpd.conf, but I
don't think I should have to--shouldn't php.ini do it's job?
This is basically a default installation
of PHP. I haven't messed with anything else. Everything
else has been working fine, AFAIK.
