PHP & Oracle

I'm having a terrible time interfacing from PHP 4.0 to an Windows NT based
Oracle 8.1.5 Enterprise database server. I have compiled PHP 4.0 with Apache
and OCI8 Support, but when I do the simple command
<? ociinternaldebug(1);
$connect = ocilogon("user","pass","database");
I get this error

I have the PHP box setup with Oracle 8.1.6 Client, PHP 4.0l2 and Apache
1.3.12, Oracle support has been compiled into PHP. I can do a tnsping from
the PHP box to the database I want, but yet... I can't seem to make a PHP
interface. Does anyone have any insite?
