Internal defaults. Hard-coded, essentially.

php.ini-dist is supposed to be the same as the Internal Defaults... If it
ain't , file a bug report. :-) [I'm pretty sure it's correct.]

I think it would only alter the ones it found in your php.ini file, and
leave the rest alone. Any other behaviour would require a great deal of
programmer effort of dubious value, and obviously demented design. So
maybe it does that in Windows somehow. :-) (Just kidding.)
