IP addresses and their relationships

Okay I'm a bit off topic... but I got into a debate with a friend of mine
and was hoping one of you kind souls in the PHP world had an answer for me.
Can one tell the general location of a person based solely on their IP
address? If so, how? I'm not sure how myself, But I believe that it should
be possible.
Any ideas or Yay/Nays?
