most whois searches will tell you who owns the IP block. but they can be
totally wrong on where you live.
for instance, my ISP uses the ip block 63.72.88.0 63.72.96.0 63.72.95.0
209.199.199.0 and 209.199.198.0, among others. the ISP(actually, my ISP is
my telco) is based down south somewhere. but i live in northwest Illinois.
the best it can really do (unless you actually own the ip block), is tell
you what country and maybe what state your in.
