GPL and The PHP License

The php was distributed under gpl in the version 3.... now it´s distribued
under "the php license" that is based on qpl (qt public license)... so...
1) Is "the php license" incopatible with gpl?
2) Can I write a program in php and to distribute it under the gpl license?
3) Why qpl and not gpl?
